Dr. Francis Odey Ntamu

Dr. Francis Odey Ntamu is a public policy expert with specialty in change management, process re-engineering and infrastructure public private partnerships. He formulated algorithms for sub national development planning and led diverse teams in the successful delivery of long term sustainable development plans including strategic framework for private sector participation in agro-commodity value chain development in Kwara, Edo and Cross River States respectively during the last five (5) years. In addition, he was lead consultant to the Federal Government of Nigeria on the formulation of medium term sector strategy (MTSS) as well as consultant to the City of Johannesburg on the formulation of forecasting tool for revenue and opex for the Jo’burg Road Agency (2007).

Dr. Ntamu was Private Sector Specialist with the African Development Bank Tunis (2009) and Manager Transaction Advisory Services with Ernst & Young (EY) Johannesburg & Lagos offices – 2004) respectively. He also led successful project finance / investment delegations to the Global Infrastructure Cooperation Conference Korea, the African Export Bank Cairo; the London Infrastructure Finance Summit; the Global Oil & Gas Training Centre Partnerships, Houston Texas; the Dubai Investment Expo; and the Tokyo Doing Business Roadshow respectively with substantial cross border transaction origination / portfolio management track record.

Dr. Ntamu was until recently the Senior Special Advisor to the Cross River State (Infrastructure & PPPs). Prior to this, he held a range of strategic executive positions during the last two decades namely, (1). Chairman of the USD3.5 billion Cross River State Bakassi Integrated Deep Seaport Project Steering Committee (2019 – date); (2). Member of the Federal Government of Nigeria’s Bakassi Integrated Deep Seaport Project Delivery Team (2019 – date); (3). Technical Advisor to the Cross River State Governor on Privatization (2020); (4). Chief Economic Advisor to the Governor of Cross River State and Vice Chairman/CEO of the State Planning Commission (2015); Director General/CEO of the Cross River State Bureau of Public Private Partnerships (2012); and, Zonal Accountant (Sokoto), Joint Admissions & Matriculation Board (2004).

Francis was conference speaker and discussant on a number of international sessions such as the Euromoney high level Nigerian future outlook conference 2010 and Kenyan Investment Conference (www.printfu.org/ntamu).
